Bushfire Attack Level for sites with predicted radiant heat flux up to 19 kW/m squared, requiring increased ember protection and limited material restrictions.

Defined in AS 3959, BAL-19 covers sites where the predicted radiant heat flux is greater than 12.5 and up to 19 kW/m squared. Hazard is from ember attack with some increased radiant heat exposure. Construction requirements step up from BAL-12.5: external glazing, decks, subfloor enclosures, and external cladding must meet specific bushfire-resistant detailing or use non-combustible materials. Decking timber must be a recognised bushfire-resisting species under AS 3959 Appendix F or be a complying alternative such as fibre cement or steel. The BAL is set by a site assessment considering vegetation, slope, and separation. For buyers, factor in longer lead times for BAL-rated decking, sealed door bottoms, and steel-framed external doors where required by the building surveyor.
