Social Procurement Framework (SPF)
No statewide numeric target. Each department or agency sets its own, commonly as an expenditure target. Check the buying agency's own Social Procurement Strategy.

The target, and what it is a percentage of
Victoria has no single whole-of-government numeric Aboriginal procurement target. The August 2025 SPF devolves target-setting to departments and agencies, and frames those targets as expenditure targets.
Which businesses count
Ownership test: 50%
The Victorian Government defines an Aboriginal business as at least 50% Aboriginal and/or Torres Strait Islander owned, undertaking commercial activity, operating and holding business premises in Victoria. Note that Kinaway's Certified Supplier tier separately requires 51% owned, managed, and controlled.
Where Victoria buyers verify a supplier
- Supply Nation Accepted for verification.
- Kinaway Chamber of Commerce Victorian Aboriginal chamber. Registered Businesses at 50% or more; Certified Suppliers at 51% owned, managed, and controlled. Not mandatory: Victoria accepts either Supply Nation or Kinaway.
Thresholds that change how you can buy
- SPF applies, regional $1 million and above
- Social procurement requirements attach to regional procurements from $1 million (GST exclusive), with a proportionate approach and a 5% to 10% evaluation weighting in the lower band.
- SPF applies, metropolitan or state-wide $3 million and above
- The equivalent trigger for metropolitan and state-wide procurements is $3 million (GST exclusive).
- Targeted approach $20 million to $50 million
- Procurements in this band take a targeted approach to social procurement outcomes.
- Strategic approach Over $50 million
- Procurements above $50 million take a strategic approach.
These bands apply to goods, services, and construction alike. The split that matters in Victoria is regional versus metropolitan, not goods versus construction.
What this means when you order materials
There is no statewide number to point at in Victoria. Ask the buying agency for its own Social Procurement Strategy target, and note that the SPF endorses direct sourcing from Aboriginal businesses with demonstrated capability.
Victoria is the jurisdiction most often misquoted. There is no current statewide target, and the widely repeated 1% figure came from a lapsed strategy where it counted businesses rather than dollars.
