Current. QPP 2026 commenced 1 January 2026 and replaced the Queensland Procurement Policy 2023. The incentive-scheme component of the Procurement Assurance Model commences 1 January 2027.
The target, and what it is a percentage of
Queensland's target is measured by value of procurement. The superseded 2017 QIPP measured 3% of addressable spend, so the denominator changed when the measure moved into QPP 2026.
Which businesses count
Ownership test: 50%
At least 50% owned by an Aboriginal person or persons and/or Torres Strait Islander person or persons, holding a current ABN. Queensland uses 50%, not the Commonwealth's strengthened 51% test. For not-for-profits, 50% of the board must be of Aboriginal or Torres Strait Islander descent.

Thresholds that change how you can buy
- Diverse supplier exemption, goods and services Under $500,000
- Rule 5 lets an agency use a limited offer method, meaning no multiple quotes, when buying goods or services under $500,000 (GST inclusive) from a diverse supplier. An Aboriginal and Torres Strait Islander business is a diverse supplier. Delegate approval and a documented value-for-money assessment are still required.
- Diverse supplier exemption, construction services Under $8.5 million
- The same limited offer exemption extends to construction services under $8.5 million (GST inclusive). This is the widest direct-engagement lever available to an Indigenous supplier in Queensland.
- General exemption Under $50,000
- Procurements under $50,000 (GST inclusive) are exempt from competitive process requirements regardless of supplier type.
- Contract disclosure $10,000
- Contracts at or above $10,000 are subject to disclosure requirements.
What this means when you order materials
The $8.5 million construction-services exemption is the one worth knowing. A Queensland agency can engage an Aboriginal and Torres Strait Islander business directly for construction services below that figure, without running a competitive process, as long as it documents value for money.
Two things changed when QIPP moved into QPP 2026: the target denominator became procurement by value, and the Black Business Finder stopped counting as a recognised directory. Guidance still citing QIPP and the BBF is out of date.
